Dubai Holding is looking to hire a Business Manager within the Information Technology Department at Dubai Holding. The role holder is responsible for supporting the Group Chief Technology Officer (GCTO) in managing and executing the Technology agenda, ensuring that priorities, decisions and workstreams are effectively coordinated, tracked and translated into actionable deliverables. The role holder is also responsible for driving business management activities across the Technology function, including performance monitoring, reporting, strategic initiative support, cross‑functional coordination and enabling smooth and disciplined execution of tasks and projects within the GCTO Office.

Key Accountabilities:
Business Management & GCTO Office Support:
- Lead internal communication, information flow and preparation of materials for GCTO meetings, reviews and decision‑making forums
- Prepare high‑quality reports, presentations and analytical summaries for senior leadership
- Support planning and coordination of leadership meetings, forums and internal Technology events
- Oversee daily administrative and operational activities linked to the GCTO Office to ensure consistent and efficient functioning
Strategy Support & Special Initiatives:
- Support early‑stage structuring and assessment of strategic initiatives, including technology‑led venture exploration and infrastructure opportunities
- Conduct market, financial and operational analysis to support informed recommendations
- Translate strategic priorities into clear action plans with milestones and follow‑up actions
- Collaborate with Strategy & Value Creation, external advisors and internal teams to progress strategic and exploratory workstreams
Performance Monitoring & Planning
- Monitor Technology KPIs, operational performance, risks and dependencies, and escalate issues proactively
- Support annual planning cycles, including business plans, manpower views, budget inputs and initiative trackers
- Consolidate performance reports and dashboards for the GCTO and senior management
- Highlight opportunities for operational improvement based on performance trends and stakeholder feedback
Governance & Cross-Functional Coordination:
- Coordinate the Technology leadership operating rhythm, including planning sessions, performance reviews and structured follow‑up actions
- Ensure decisions made by the GCTO are documented, communicated and actioned across all relevant teams
- Liaise across engineering, infrastructure, cybersecurity, applications, digital services and data teams to maintain alignment and continuity
- Escalate delivery challenges, bottlenecks and risks to the GCTO with recommended solutions
Analysis, Reporting & Executive Communication:
- Prepare decision documents, briefing notes and issue summaries for GCTO review
- Review submissions and proposals for completeness, quality and alignment with Technology priorities
- Synthesise complex issues into clear, concise outputs suitable for senior leadership
Stakeholder Engagement:
- Engage with internal stakeholders across Technology and corporate functions (Finance, HR, Legal, DHGS) to progress workstreams
- Facilitate communication and coordination across departments supporting Technology initiatives
- Build strong internal relationships to support collaboration and efficient delivery
Who we are looking for:
- 8–10 years of experience in business management, strategy, planning, or financial analysis roles.
- Experience in technology, digital, infrastructure or information environments, or in consulting roles with exposure to technical or strategic workstreams, is preferred
- Demonstrated experience supporting senior leadership across multi‑disciplinary or cross‑functional initiatives
- Strong analytical background with the ability to interpret data and develop actionable insights
Education/Professional Certification:
Minimum requirements
- Bachelor’s degree in business, Technology, Engineering, Finance or a related field.
Desirable requirements
- Postgraduate qualification (MBA or equivalent) is an advantage.
Technical Competencies:
- Strong analytical, organisational and problem‑solving skills
- Ability to structure unstructured problems and bring clarity to complex topics
- High proficiency in MS Office (PowerPoint, Excel, Word) and SharePoint; familiarity with JIRA or similar tools is a plus.
